The nurse was really close with Juliet in the beginning but they slowly drifted apart. After the Nurse told her she didn't think she should be with Romeo, Juliet got very upset and started to not talk to her for a bit.
At first Juliet treated the Nurse like her mother, she did whatever she said. But then Juliet started to think for herself and told the Nurse what to do.
I agree with @BookWorm, she treated the nurse like her mother, she trusted her and followed her advice, but as soon as Romeo stepped in, he changed her to be a complete...jerk.
