Romeo, Benvolio, and Mercutio and their friends treat Nurse poorly in Act II. Back then and today men do not tease women or harm them. Today, it is a crime to hit a girl and you could be arrested. It was a disgrace for Romeo and his friends to pull Nurse's dress up. Also, they were certainly not being nice with words. They would definitely not do that to another women in Verona.
Romeo and his friends treated the nurse like she wasn't truly human, they called her a boat sail because she was big and wearing a white apron. I think they might not treat every woman in Verona that way, but possibly the old/ugly ones.
They do treat her with respect but only very little. They do make rude comments about her and Peter, and they put her in the danger zone. But, she is the only thing keeping Romeo and Juliet together...so they treat her like there own.
R and his gang treat the Nurse poorly because of her status. I believe that if she was royal, or at least higher up on the chain, R and his buds would be nicer to the woman. And no I do not believe they treat other women in Verona the same way, they simply treat the Nurse that way because they can.
